I have not yet killed a past, but on the run that I brought the last part of the Bullet That Can Kill the Past to the Blacksmith, I was able to begin the Ox's Arm quest. So, I don't think it's necessary at least to have killed a past, but I'm unsure if the arm was there before I built the bullet.
