Bowler is an NPC who appears in Enter the Gungeon. He can be found in the upper right sub-room of the Breach, in the same room as the Sorceress.
Function

Speaking to Bowler in the Breach allows the player to toggle Rainbow Mode on and off at no cost. While Rainbow Mode is active, a Rainbow Chest will spawn at the start of each Chamber, from which the player can take only one item.
Additionally, Bowler will appear on top of all non-rainbow chests. Opening a non-rainbow chest will yield no loot, only a note from Bowler.
Bowler will also replace other non-rainbow sources of items, such as boss loot, with notes.
Notes
Bug Interacting with Bowler multiple times while in his jail Cell will cause him to use the repeat dialogue line of Tonic, "Be seein' you." This is likely unintentional, as Bowler has his own (unused) repeat cell dialogue line, "Byyyyeeee!".
